On Technological Development Direction And Policy Of Highway's Surface Structure In China

Highway construction and development of the country's economic development level of the wind vane. China's expressway development of the western developed countries in recent years than half a century, from the late 80's to start, went through 80 at the end of 1997 to start the construction phase so far in 1998 and the rapid development stage.Based on the comparative study on the natural properties of asphalt and social attributes of the semi-rigid and flexible base structure which is used by China's highway asphalt pavement, the article explain today's technology development of the structure of the road and the problems we will face. Then it also puts forward the policy recommendations to promote technological development of China's highway.The main contents include: (1) The affects of the surface structure of different technologies by natural attributes. (2)The affects of the different structure of the road by the environment, climate, overloading, energy-saving society, and other attributes. (3) the technology and development problems faced by China's highway pavement structural design. (4) The reasons of China's highway pavement structural design problems. (5) on the highway in the technological development on the basis of the principles, it also puts forward the policy which is needed for the development of the technology.This article is innovation: (1)the affects of the highway road surface structure of the proposed development of the technology by natural attributes. (2)the analysis on the highway road surface structure of China's technological development by climate change, overloading of vehicles, environmental protection, energy conservation, and other attributes of social impact analysis. (3)the policy proposals in accordance with the principles of the development of highway technology on the basis of the proposed highway investment in science and technology, advanced technology digestion and absorption of the introduction of a new, the existing rules and regulations to improve, highway construction personnel, the implementation of incentive policies to facilitate China's highway pavement technology development.In short, this study hopes to be able to offer great policy basis for the development of technology so that China's Expressway technology can be better and healthier.
