Although the China's road transport industry has long been carrying out emission reduction tirelessly, and made significant progress, there is still a large gap with other industries and developed countries. The particular important thing is that the current and future growing air pollution is the long-term issues the world's countries must deal with urgently. This is also the original intention of this paper.For the negative effects of road transport emissions, the whole community gives increasing attention, but the producers and consumers of road transport haven't bear the responsibility of negative effects of vehicles. How many volume and how much money it will bring for road transport emissions, domestic research institutes have not give a unified metrics and the specific value. In addition, there are many problems for China's road transport emissions reduction, such as: an integrated transport structure is irrational; the promotion of alternative fuels faces technical and regulatory problems; the fiscal and taxation policies to promote the reduction are incomplete; vehicle emission reduction standards are imperfect; emission regulations and standard leaves need to improve. This paper attempts to give specific quantitative for road transport emissions, to make community a more clear understanding for the seriousness of the emissions problem.The paper has absorbed a large number of outstanding research achievements at home and abroad and used externality as theoretical basis, and it carrys out an in-depth status analysis of emissions combined with energy consumption; And then this paper measures the volume of China's CO, NOx, CH emissions in 2008 combined with various indicators such as motor vehicles volume, the average emission factors and the average annual vehicle mileage, and then there is a measure to health costs of Beijing by the willingness to pay methods and human capital approach; Then paper proposes many effective internalized method combining problems, and under the premise of affirming the importance of internalization; Finally, the paper puts forward many pertinent recommendations as the basis of the role of government regulation.
