Study On The Implementation Of Quanzhou Dangerous Goods Road Transportation Management Policy

With the rapid development of China's manufacturing industry,the demand for chemicals as the raw materials for most basic manufacturing industries has also increased rapidly.The strong demand depends on efficient,convenient,and safe transportation.It is predicted that the annual volume of road transport of dangerous goods in China will increase by 10% in recent years,and the problem of the frequent occurrence of road transport accidents of dangerous goods has become a grim reality.In the context of the continuous establishment and improvement of management policies such as laws and regulations on road transport of dangerous goods,the administrative penalties for illegal acts of road transport of dangerous goods have been intensified,and it is of great significance to effectively improve the implementation of administrative policies for road transport of dangerous goods.For this reason,ensuring the effectiveness of policy implementation has become the focus of attention.This research is based on the actual situation of Quanzhou,Fujian Province,and takes the Quanzhou Dangerous Goods Road Transportation Management Policy as the research object.Using Smith's policy implementation model theory,the investigation and analysis of Quanzhou Dangerous Goods Road Transportation and Traffic Law Enforcement Department are conducted through interviews and participation observation methods.The content and implementation of the punishment management policy,the basic situation of the traffic law enforcement department as the main enforcement agency,the current status of the dangerous goods road transport enterprises as the target group,and the economic and political conditions of Quanzhou.The analysis of the "management policy" "executive agency" "target group" and "environmental factors" shows that there are four problems: the inoperable and unsound management policy,insufficient law enforcement capacity,the main corporate responsibility is not implemented,and Insufficient security construction.And the main reasons for the policy itself are not to formulate systematic management policies and inadequate revisions in a timely manner,inadequate training for law enforcement officers,weak awareness of the target group's security,and not enough attention to safety and security construction.Finally,based on strengthening the enforcement of management policies,four measures were proposed,namely "improving the applicability of management policies" "improving the enforcement capabilities of law enforcement agency" "strengthening the ability of enterprise management implementation",and "pay attention to the construction of a safe environment for dangerous goods production and road transportation companies".
