With the fast development of our country's commercial aviation enterprise, currently, air traffic capacity growth sharply, and the increasing flight quantity has caused the air traffic congestion, the available level intense condition was deteriorating day by day, which urgently needs study for the solution. The RVSM implementation can not only reduce the delays caused by the saturated air zone, but also save the fuel, raises the economic efficiency and is also more friendly to the environment. It is necessary to evaluate the safety of the vertical separation of RVSM, in order to ensure the air zone security. We need to carry out the qualification (collision number per hour) of the number of air zone of collision, and compare it with an acceptable security goal so as to evaluate the air zone security.Firstly, the paper introduces the domestic and foreign implementation process and the current situation of RVSM, and then comprehensively further introduces the development of flight separation security evaluation, the related research and the achievement; proposes flight separation security evaluation related concept, and analyzes the relations between them. It also analyzes the flight separation security evaluation process, provides the support for the establishment of following collision risk model; conducts the thorough research of the vertical collision risk in neighboring flight level, establishes vertical collision risk model based on event and vertical collision risk model based on the REICH model. Finally, the paper obtains the computational method of vertical collision risk. Using the model studies vertical separation's influence to the collision, analyzes the smallest vertical separation of conforming to the security goal level. After the upper airspace reduces the vertical separation, the result proved the collision risk meets the security goal level. The paper analyzes the vertical collision risk change after the reduction of vertical separation standard along with the current capacity growth, thus provides the theoretical basis for the reduction of vertical separation standard.
