The electric power problem is a great strategic issue related to the economic and social development in my country,where electric power consumption has accounted for 39.5 percent in total.With the great development of high-power industries such as metallurgy,chemical,steel,China's unit GDP power consumption has been rising unceasingly. Therefore, an electrical energy-saving management system is imperative for distribution network in enterprises,especially in high power-consumption industries.In this paper,from the analysis of the energy consumption status in a smelter, we have researched the necessity of the electrical energy-saving management,given the overall energy-saving scheme,analyzed the relationship between the energy-saving management system and existing application systems in aspects of the function and the data flow.In order to make full use of the existing system data resources,heterogeneous data integration and sharing is needed for the enterprise distribution network.As a result, this paper presents a heterogeneous data integration architecture based on XML and Web Services technologies,it is mainly made of the application layer, business logic tier and data layer,which uses XML technology to solve the syntax heterogeneous of data sources, and makes use of Web Services to achieve the package of the various data sources to resolve the interoperability.Taking into account of the different requirements for real-time property because of the various types of personnels,the application layer is used by C/S and B/S mixed-structure to realize mutual compensation of advantages.It focuses on the key technologies of heterogeneous data integration,such as the established of metadata dictionary and common data model,query analysis and treatment,the wrapper design and publication.Electrical energy-saving management system aims at reducing the power-loss of transformers by its economical operation, reducing line loss of the power through reactive optimal allocation, decreasing the power failure quantity because of device maintenance and improving the reliability through rational arrangement of the device maintenance plan.For the transformer economical operation, an integrated power loss is used as the criterion of economic operation, the introduction of short-term load forecasting is expected to predicted the switching frequency of transformers,the dynamic programming is used to select the transformer economic operation way and switching time.For the shortcomings and deficiencies of solving reactive power optimization problem used traditional genetic algorithm based on the establishment of reactive power optimization model,the paper has proposed improved genetic algorithm to optimize the model.Similarly,for the maintenance scheduling model of distribution network, this paper gives optimization process used the improved genetic algorithm and its software implementation,and gives a example analysis.In the view of the project application and the economic benefits,the energy-saving management system can improve the level of energy management, gain a distinctive energy-saving effect and a better economic benefit and social benefit.
