Turbine governor is an important device in the hydraulic turbine control system. In recent years, the PLC has been widely applied and extended in the turbine governor control system. This paper discusses the development history of turbine governor, research status and development trend, Then it analyzes and discuss some technology of hydraulic turbine governor, including the turbine governor system architecture, control algorithms and the application of turbine governor numeral com bination. MITSUBISHI FX 2 N-MT PLC is used to realize the basic function of turbine governor.it has a good static characteristics and dynamic characteristics.According as the former research achievements of coal liquefaction residues, this paper gave emphasis to the research of some problems about the theory and the design of the hardware and software of this system .The turbine governor achieves not only the controlof guide vane , but the use of blades to achieve the control of curve, which greatly improved the control performance of the machine. New realization of frequency measurement link of hydraulic turbines, no additional processor outside the PLC, it can achieve accurate frequency measurement, Improve anti-jamming performance and reduce costs.Electrical switching device uses panasonic servo motor and servo drivers to replace the original stepper motor and drivers,it not only overcome the instability of the original device but improve control accuracy and stability of hydraulic turbines. The classical PID control strategy is the core control algorithm of hydraulic turbines, the control strategy be validated, it can be designed to achieve a very good static characteristics and dynamic characteristics.The turbine governor use FX-MT series PLC internal resources efficiently and additional small amounts of external expansion modules and the external circuit to realize design goal of turbine governor, the governor has the advantage of reliable, simple and small size. It has a programming convenience, scalability, and high cost-effective, and it can be widely used in small and medium-sized hydraulic turbine generating units of the speed control , It has some reference value in the governor's design and transformation of small and medium-sized hydropower stations.
