Fault detection for the non-effective earthing system is a long-standing problem in the operation of ineffectively grounded distribution systems. But the spot records show that the effect is disappointing. The problem isn't solved completely. Traditional single fault-detection method using only some parts of fault information has poor reliability. The paper is based on amending the software arithmetic, and introduces a novel transient arithmetic, and integrates all fault detection method by membership function. The idea of intellectualized relay is introduced in fault feeder detection for the non-effectively grounded system. The tests of routines show that this arithmetic is good for all kinds of single fault, such as metallic ground fault, resistive ground fault, electric arc to ground fault.
