Considering the non compatible feature between the single recognitions and grade division as well as the complexity of the reliability evaluation of relay protection service in optical cable line, the method of combining uncertain analytic hierarchy process and matter-element theory was applied in this paper. According to lots of fault data collected from electric power optical fiber line, this paper analyses utilization, application, fault number and failure reasons of optical fibers and sets up the index system of reliability evaluation. Interval weight of index system is gained with uncertain analytic hierarchy process. In order to increase the expert experience and transfer from interval weight to dot weight, it is corrected by using the group judgment and collected value statistic and center of gravity decision method. Then matter-element model of the reliability evaluation of optical cable line is established based on matter-element theory. This paper quantitatively calculates the degree of relation with the optical cable line operating characteristic by using the improved correlation function. Finally, the reliability of power optical cable line was recognized based on the value of synthetical relational degree. The analysis of an example shows that more information is fused in the method and it improves the accuracy and validity of the reliability evaluation .
