Railway construction plays an important role in the construction and development of the national economy in our country long-term since as China's transportation infrastructure construction of important component. Railway construction project has Characteristics such as big investment, time long, many factors to affect etc, Therefore it is an important things weather railway project can be argued and decided scientifically, reasonably and objectively, which is related to the global strategy to railway construction. Also it will have a profound influence to the investment and profit for project itself, environment, social and economic development.The railway line scheme decision analysis current is mainly done by calculating the minimum conversion cost of the construction and operation for railway project, and combining with the technical conditions, the environmental impact effect, and the significance for the social and economic development. Finally the optimal railway line scheme can be decide. But this process there are drawbacks when engineer make judgment as evaluation index selection is not comprehensive, the analysis of the qualitative factors is only depending on engineer experience etc. Based on summarizing the theory research achievements about railway scheme decision, Fuzzy_ Analytic Hierarchy Process (F_AHP) and Gray Correlation Analysis (GCA) model were established to provide reference for railway scheme decision analysis, such process has certain practical significance.Firstly, factors affecting the railway line scheme and the effect of different level when all factors affect the scheme decision were analyzed. Meanwhile the schemes evaluation index system was established according to the comprehensive, systematic, rationality, comparability principles and the evaluation indexes were synthetically selected from four aspects containing technical conditions, economic rationality, environmental impact, social economic benefits and significance.Secondly basing on the research for fuzzy_ analytic hierarchy theory and gray theory, the Fuzzy_ Analytic Hierarchy Process (AHP) and Gray Correlation Analysis (GCA) model were established which were combined with their respective advantages. Then the evaluation index weight distribution was calculated and the method to confirm membership grade of each scheme to all judging indexes was improved, such processes above ensured the final evaluation analysis result be reasonable and objective.In the end, the new railway project from Mengzi to Hekou, in Yunnan province was choused as an example to have practically analysis on Fuzzy_Analytic Hierarchy Process and Gray Correlation evaluation model used in scheme selected decision-making. The calculation results demonstrate the rationality when the method apply in railway scheme evaluation and the decision-making process, Fuzzy_Analytic Hierarchy Process and Gray Correlation evaluation model has certain practical significance for it can provide the basis and the reference when we make the actual railway scheme decision analysis.
