In the electric power branch, the power line inspects is the key of making sure the power system security and the steady operation key. In order to raise the working efficiency of the line inspects, avoids leaving out eficiently such as inspection and check, the line inspecting work must go through transition from"traditional manual work" to "the informationization", it realizes line's informationization management.The thesis analyzes the embedded operating system's research situation, the technical background, the characteristic and the application. Then, this thesis makes exhaustively the analysis and the research based on the embedded WinCE platform migration technology in the electric power branch's application. This system uses mobile equipment, in this thesis fingers PDA, with popular technology of GPS, technology of GIS, according to the need of electric power inspection branch, points out the electric power inspection management system. Analysis this system's structure, the function and the realization technology. Has studied the obtain of the GPS coordinate, the transition of the coordinate, the design mode of the Observer and how to reduce the GPS position error's method.In this thesis it applies GPS, GIS to the power inspection system based on the embedded operating system, raised the inspecting working efficiency, causes the inspecting work standardization, the informationization, the intellectualization. Has further enriches the research of power inspection technology.
