With the high-speed development of a group of high and new technology taking information technology as guide, a large quantities of new and high technology, i.e. new concept weapons have been produced ,which have obvious differences with the traditional weapon on its operation principle, destruction mechanism and mode of operation. These weapons can improve fighting efficiency to form new military ability by a large margin. The non-lethal laser weapon which belongs to new concept weapon does not produce mortality personnel's death, destruction of equipment and ecological environment directly, but forces the enemy to submit or prevent the purpose of their actions through soft kill and wound and soft destroy, which is apt to decrease the people's position and destroy equipment through specific technological means, bring the destruction of personnel's death and equipment facility down to the minimum limit at the same time .This thesis has analyzed the transmission characteristic of laser in the atmosphere in detail. According to analyze these, It can be found out the decay law that the laser is transmitted in case of different climates, the method to improve the laser transmission quality, and then raise the fight efficiency of the laser weapon system.This paper has also described the non-lethal standard of laser damage, has explained the expert standard to the blind result to the human eye temporarily caused by the laser and the damage the photoelectric detector by laser.To produce and cause the blind result to the human eye temporarily in different weather conditions and distance for the laser power that guarantees to be launched and density of power, a large number of open-air experiments of laser transmission have been performed, and experimental data have been analyzed and coped with. Through mathematical model combining the decay theory of the laser light beam of atmosphere under different weather conditions with experiment measurement, the output power of laser is controlled in a controllable range under different distance and different atmospheric conditions.
