It's an inevitable trend that big power grids interconnect with each other. Primary frequency regulation and secondary frequency regulation are power and frequency control measures for fluctuant load counting in minutes in interconnected power grid. It's important for balancing generation and consumption. In order to maintain the stabilization of frequency, the regulation capability of each control area is evaluated and restricted by control performance standard.Bringing into standard CPS, areas regard primary frequency regulation resultingly, and power plants pay much attention to the cooperation regulation of primary frequency regulation and secondary frequency regulation. At present, most generators have been changed into Digital Electric Hydrodynamic Control System (DEH), which improves the capability of primary frequency regulation, and which has automation faucet of Coordinated Control System (CCS), Automatic Generation Control (AGC) and so on. So CCS is easy to be come true which is difficult to be carried out before, also AGC. But there are some differents in control targets, control mode and response time between primary frequency control and AGC. So there will be inconsistency between them. Their normal effect can't be brought into play effectively, which results in unmatching between generation and consumption, and checking is unqualified, even harming to the operation stabilization in the system.In order to solve the above problem, it is necessary to research on the physical process of primary frequency control and AGC, find reason of the problem and method to deal with it. Which could make them work more harmonious and ensure the operation safe and stabilization in the system.This paper which based on the physical process of primary frequency control and AGC, through comparing their characteristic, analyses reason of the problem further. And aiming at the problem, combining with practical operation in the system, this paper brings forward two improved control strategies of primary frequency control and AGC, which go further one by one. Simulating strategies in MATLAB emluator, analyzing basic math statistic and checking standard CPS, which could draw conclusions about the condition of operation in the power grid after using the improved strategies. These conclusions validate the improved control strategies which are favorable, checking standard eligible. These strategies solve the problem basically, which harmonize primary frequency control and AGC, and improve the quality of power grid operation.Researching this task, it can not only know the physical process of primary frequency control and AGC, but also open out the problems in the regulation process. More important thing is putting forward two strategies to solve these problems, which establish massive basic of safe and stabilization of operation in power grid.
