In this paper, maximum integrated profit model of short-term optimal scheduling of cascade hydropower plants based on peak and valley price is established and the example of short-term optimal scheduling of "Shuibuya-Geheyan- Gaobazhou" three cascade hydropower plants by improved particle swarm optimization is calculated, then the results are analyzed.The main content and the results of this paper are as follows:Contraposing the problem of shortage of China's power, large difference between peak electricity and valley electricity, low utilization rate of load and so on, it suggest widening gap between peak price and valley price, stimulating users rational consume and constituting a reasonable time-sharing electrovalence system and so on. calculation of peak and valley price is discussed.Particle Swarm Optimization has the advantages of simple, has few adjustable parameters, it is easy to realize, but also it has own shortcomings of precocity and slow later convergence, and sometimes akin to stagnation. In order to overcome the shortcomings of standard Particle Swarm Optimization, for example, precocity and slow later convergence, shrinkage factor and across operator are adopted in the study.Maximum integrated profit model of short-term optimal scheduling of cascade hydropower plants based on peak and valley price considering both the profit of generation and the water-effective is established, the model is closer to reality and better reflect the actual operation of the cascade hydropower plants. Improved Particle Swarm Optimization is applied to short-term optimal scheduling of the cascade hydropower plants of the Qingjiang River, it calculate by the traditional model and the modle based on peak and valley price, the results show that it has a satisfactory effect both in the solving time and the accuracy of the results for applying the improved Particle Swarm Optimization to solve the problem of the short-term optimal scheduling of cascade hydropower plants; implementing peak and valley price has a higher value for improving the integrated profit of cascade hydropower plants, reasonable use of water resources and easing the tensions in the peak period of electricity consumption.
