Based on the development situation of the Plant-level Supervisory Information System(SIS)in Power Plant, the system function, hardware structure, software development, system realization and safety of SIS were discussed as a whole, in addition several key technologies in the engineering design and application were analyzed such as the network construction, the selection Principle of real-time database software, the interface realization and data acquisition etc. On the basis of Client/Server (C/S) structure and Browser/Server (B/S) structure the overall design and two models of SIS based on the mixed construction were Proposed, especially for the structural characteristics and realization technology. Secondly, the specific SIS interface communication and data acquisition Problems were discussed through the research on data acquisition, transmission, Processing and the interaction between clients and database. At last, according to the requirements in structure and configuration of SIS network an integrated network security solution of software and hardware was Proposed to analyze the security threats in the communication between SIS and MIS. The field application shows that the design of this Paper is feasible and can be used as an effective reference for the SIS design, selection and Planning during the erecting of new Power Plants or the retrofitting of old Power Plants.
