As power grids gradually expand and the ties between them are strengthened,the complexity of the power grids is increased.When an accident happens in the net,the fault information increases hugely.As a result,it is more difficult to handle it.But the exiting application systems such as SCADA/EMS can not meet the recent needs for fault treatment.In this case,Relaying Protection and Fault Information Management Systems designed for the operation management of secondary system and the analysis process of fault data emerge as the times require.Relaying Protection and Fault Information System is mainly responsible for gathering the fault information in grids as well as the action information of secondary devices instantly and transferring them to the control center when an accident happens in grids.Then it will analyse and process these data intelligently in the control center, consequently the abilities to analyse and handle the faults are improved considerably. In view of the complexity and the diversity of the power system and the secondary devices,the key to build the Relaying Protection and Fault Information Systems is to establish a standardized communication system.Up to now,most of the exiting Relaying Protection and Fault Information Systems continue to use the traditional communication protocol(such as 103 protocol and so on),but fail to form a unified standard of communication technology,which makes the risks of building the system greater and incurs a large number of failures.However,the latest international standardard IEC 61850 and IEC 61970 lays the foundation for realizing the standardization of the Relaying Protection and Fault Information System.Based on the intensive study on IEC 61850 and IEC 61970,this paper explores to build an applicable communication technology system for the Relaying Protection and Fault Information System in the guidance of unification of information model and data interface.The communication technology system coordinates IEC 61850 and IEC 61970.It focuses on solving the problem of the standardization of the information model.Moreover,corresponding unified interface are designed.This paper first introduces the new standardization IEC 61850,IEC 61970 and the main objective of the Relaying Protection and Fault Information Systems.Then a further study was done to analyse and design the communication systems of the Relaying Protection and Fault Information Systems with a focus on resolving the harmonization of IEC 61850 and IEC 61970.In the harmonization,the efforts focus on harmonizing the information model and interface services,so as to form a communication mechanism based on IEC 61850 and IEC 61970 unified information model and interface.This communication mechanism is applied successfully in the protection and Fault Information Management Systems which are developed by Shandong University Electric Power Technology CO.and it has produced notable effects.
