The Research Of Water-Saving Society Construction Planning In Shandong Province

Shandong Province is faced two problems——the shortageof water and the pollution of water . The shortage of water has become a bottleneck for economic and social development. Faced with the grim situation of water resources, In Shandong Province, on the one hand we carry out large-scale water conservancy construction, optimize the allocation of water resources, control the water resources scientifically, and make a united-control of water resources from the Yangtze River water, the Yellow River, Huaihe River and the local. On the other hand, Shandong Province vigorously carries out the construction of water-saving society. Through the practice of recent years and we found that the construction of water-saving society is an effective way of the support for building the economic and cultural society in Shandong Province. This thesis points out the necessary of the construction of water-saving society through the research and analysis of the overview of water resources in Shandong Province, the conditions water supply and demand, the conditions of water pollution and the social development; through the analysis of water-using and water-saving conditions in existence, the thesis clears up the existent problems in water-saving work, and it establishes the standards and objective of water-saving, in the meantime, it analyzes the potential of water-saving, concludes that the construction of water-saving society in Shandong Province is feasible; based on the comparison of the water-saving programs on agriculture, industry, urban life, constructive industry, and tertiary industry, it points out the corresponding water-saving projects and water-saving non-engineering measures and makes an investment estimate on the "Eleventh Five-Year" key projects; Finally, it makes an in-depth research on the construction of water-saving society and the evaluation of water-saving effect.The theoretical research in this paper has its theoretical guiding significance on improving the theoretical system and the concrete practice of the construction of water-saving society in Shandong Province, and the theory in the paper also has its great practical significance on promoting the construction of resource-conserving society, solving the increasingly serious environmental and resources issues and promoting the sustainable development of economics and society.
