| Water is the basis of social progress and human development.With the rapid development of social economy and the large-scale increase of population in China,water resources are facing a serious shortage problem,which has seriously hindered the sustainable development of social economy.Therefore,building a water-saving society is the only way to achieve healthy economic development and to effectively solve the current shortage of water resources.In 2001,the state approved the establishment of Zhangye City as the first pilot city of water-saving society in China.After that,the establishment of a water-saving society was added to the water Act.By 2014,the Ministry of Water Resources held a working conference on the preparation of the 13 th Five-Year Plan for water resources development.The construction of a water-saving society has become an important part of the 13 th Five-Year Plan.The construction of water-saving society is being carried out in an all-round way.In 2017,Longkou City submitted an application for the construction of water-saving society.This paper chooses 2016 as the current situation year and 2020 as the planning year to evaluate and study the current situation and planning year of water-saving society construction in Longkou City.On the basis of referring to the trial rules of water-saving social evaluation index issued by water conservancy department,the water-saving social evaluation index system suitable for the current situation of Longkou City is formulated.Through evaluating the water-saving society construction in Longkou City,the establishment of water-saving society is put forward.Suggestions on the construction of water-saving society.The main conclusions are as follows:(1)Based on the existing evaluation index system,23 representative indicators were selected from more than 50 indicators.According to the characteristics of urban development in Longkou City,23 secondary indicators including comprehensive,water-saving management,production water,domestic water and ecology,per capita GDP,industrial water repetition rate and per mu irrigation water consumption were constructed.(2)Analytic Hierarchy Process(AHP)is used to calculate the relative importance weight of each index.According to the calculation results,the weights of production water use index and comprehensive index are the largest,followed by water-saving management index and ecological index,and domestic water use index is the smallest.Among the secondary indicators,10,000 yuan GDP water consumption,water saving input guarantee,10,000 yuan industrial added value water consumption,industrial water reuse rate,industrial wastewater discharge standard rate and other weights are relatively large.It can be seen that improving the efficiency of water use in production,reducing the quota of water use,meeting the discharge standards of wastewater and increasing investment in water-saving projects are the key points of creating a water-saving society.(3)Applying analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method,the comprehensive evaluation of Longkou City in 2016 and 2020 is carried out respectively.According to the calculation results of the maximum membership degree principle,in 2016,the domestic water meter users,irrigation water utilization coefficient of farmland and water quality of water functional areas reached the standard level well,which indicated that the related work had a good effect.The total amount of water use control and quota management,system and regulation,and the grade of municipal sewage reuse were in the middle level,which indicated that the work was not carried out properly,and the deficiencies needed to be found out and the reasons analyzed.And put forward effective measures.From the overall evaluation results,Longkou's water-saving society construction in 2016 as a whole is in a balanced development stage,which will develop to a good stage by 2020. |
