Since 1950s, the water crisis had been happened in many regions due to increase of kinds of water-consumption quantities preponderated over water-supply capacity. Generally, water resources crisis includes two aspects: one side is that, water demand of regional industry, agriculture, life and eco-environment can't be satisfied owing to lack of water resources, even basic domestic water consumption is difficult to guarantee, viz. resources water shortage; other side is that, as a result of irrationality and insufficiency of development and utilization of water resources, finite water resources suffer serious polluted or functions be demolished, then the quality of water resources can't satisfy demand of regional development, viz. quality lack or engineering shortage of water. In China, water issues are gradually deteriorated along with population increase, economy development and society advancement and cognized by people step by step. At present, the water challenges includes: (a) the problems of uneven distribution of water resources in time and space which inevitably leads to either a shortfall between water supply and demand (too little water); (b) insufficient capacity against potential flood (too much water); (c) water pollution in a fragile eco-environment (too dirty). These are crucial issues and are key factors for sustainable development. These issues, if unsolved properly, may also delay the ambitious modernization plan for Chinese agriculture, industry, and defense and technology development. Accordingly, it urgently needs to deeply research schemas and methods of development and utilization of water resources, promotes harmonious utilization, benign circulation and sustainable development in water resources exploitation to resume and protect natural eco- environment. Therefore, based on engineering fuzzy sets theory, the paper mainly discusses several involved aspects in water resources development, such as water resources sustainable utilization (WRSD), water resources carrying capacity (WRCC), water resources rational allocation (WRRA), fuzzy decision of flood control regulation, salinity of Pearl River delta and water supply forecsting of Shenzhen Special Economic Zone (SSEZ), etc. The results are obtained as follows:1. WRSD is basic precondition and constructive target of harmonious society. The paper firstly expounds the theory, development condition and current main research methods of WRSD, applies WRSD state synergetic equation to study and analyze mathematic description of objective function and restricted conditions, then uses variable fuzzy sets to construct comprehensive fuzzy judgment model and indexes system of WRSD.
