The scheduling system is an effective management tool of urban water supply. Optimizing the scheduling system can save energy and reduce the prices of tap water. This article will improve the scheduling system from two aspects: remote monitoring system of pipe network and scheduling strategies of pumping stations. In the aspect of remote monitoring system of pipe network, by analyzing existing GPRS and GSM data transmission methods, this article proposes a new method which transfer data mainly rely on GPRS and supplementarily by GSM. It can realize remote data transmission, but need not apply special services. It's not only reliable and efficient, but also low cost. This article designed a remote monitoring system of pipe network which is based on this mothed, and was used in waterworks reconstruction project. This article also designed a monitoring terminal, which can transfer data by GPRS and GSM, and connect to a wide variety of testing equipment to collect data. It also have a simply interactive interface and support Remote Pro upgrade online, which can provide useful information to maintenance personnel and drive down maintenance costs. This remote monitoring system improved the level of automation of scheduling system. In the aspect of scheduling strategies of pumping stations, this article simplifys the efficient operation area and constructes the smallest axis efficiency model of pump, by analyzing the characteristics of control object - pump. Then this article uses Particle Swarm Optimization Algorithm (PSO) to solve this model. In order to improve the PSO algorithm's performance, this article proposed an improved PSO algorithm based on genetic strategy (GPSO). MATLAB simulation found that the GPSO algorithm is effective in both discrete and continuous space. In order to facilitate model sloving, this article use penalty function methods to transform the constrained model into an unconstrained problem. The optimal scheduling strategie of pumping stations improves the pumping stations' operational efficiency and reduces the costs of water.
