Water supply pumping station is not only an important part of an urban water supply system but also an energy-consuming unit. Water supply pumping station’s reasonably running is related to the security and energy conservation of the entire water supply system. With the development and application of frequency conversion systems, in water supply systems, pumping stations mixed constant speed pumps and frequency conversion pumps have emerged to achieve a certain energy-saving effect. However, in China, especially in small towns, some shortage exist, such as the configuration of improper process equipment, unreasonable operation and management and so on. These result in energy waste.To solve these problems, pumping stations’ optimization scheduling is an effective way.The optimal scheduling of a water supply pumping station is designed to minimize the pumping station’s energy consumption, under meeting the reasonable urban water supply quantity and water pressure. To achieve this goal, the scheduling be divided into two parts. The first part is the urban water consumption forecast to ensure adequate water supply quantity. The second part is the optimal scheduling of water supply pumping station according to the premise of the amount of water needed each period and the ensure of the water supply network security to optimize the opening and closing status of each pump, minimizing the pumping station’s energy consumption.There are many urban water consumption forecasting methods, in which the methods based on water consumption driving factors were rarely studied. The traditional combination forecasting model gave each single prediction method a constant weighting factor for each point in the sample interval. However, actually, a certain kind of individual prediction method’s accuracy varies at different time. IOWA operator was introduced to solve this problem, and the forecasting model based on water-driven factors and IOWA was established to achieve higher prediction accuracy.There are many methods of water supply pumping station optimization scheduling, in which, currently, the most studied were intelligent algorithms and hybrid intelligent algorithms. Although the scope of these optimization methods are suitable for very large, thire sweaknesses should not be ignored, such as the procedures took up too large computer memory, running too longtime, and too complex and difficult to be mastered, etc. And limited knowledge of small towns water supply company’s management staffs restricted the applications of these complex algorithms. So these methods were not practical. In this paper, LINGO was introduced to write programs, and Global Solver was applied to solve the model. This method was applied to solve a project. The result showed that this method was simple, delicate and efficient than AFSA and PSO. This paper provided a new way to the optimal scheduling of water supply pumping stations.
