To ensure and continuously improve the accessibility of urban public transport system to person with disabilities is the basic premise of fairly participating in society, and also reflects the degree of city modernization. At the same time, It is a symbol of social civilization progress, too.Compared with the foreign cities in developed country, China lack a standard in the sector of public transport system accessibility. Based on the actual lever of urban public transport in China, and the fact the research on the trip of person with disabilities starts late, at the same time, Researching completely the t lever of barrier-free of the developed country is unrealistic in a short period in China , so how to asses the adaptability of public transport to the person with disabilities, and sort the bottleneck factors has become the most important issue that the urban traffic management agency target to design and construct barrier-free public transport system as soon as possible in a situation of limited resources.In this paper, Firstly, the adaptability of public transport system to person with disabilities is defined and its connotation is discussed. Secondly, based on the characteristic of the disabled group, This paper discusses in detail travel demand, travel decision-making process, travel characteristic and the influencing factors of travel about person with disabilities are discussed. Finally, a varity of evaluation methods are inducted, and Chengdou is taken as an example in order to verify the practicality and maneuverability of the indicator index. Based on the above research on the travel behavior of person with disabilities, A set of index system is established in order to evaluate the adaptability of urban public transport system to person with disabilities. The index system is hoped to assess the lever of accessibility of urban public transport and provide a theoretical basis and mode of operation with the traffic management agency. On the other hand, the index system can be used to select the reasonable construction project of barrier-free public transport, to maximize the effectiveness of resource.The purpose of this paper is hoped to stimulate the majority of scholars to concern with the issue of travel of person with disabilities by establishing the index system. A growing body of studies about travel of person with disabilities contribute to help them return to society and participate in community activity easily, so that they share more fruit of development of social civilization.
