Hazardous materials possess such qualities as explosion, flammability, contamination, infection, erosion, radioactivity, etc. Because of the varied kinds, during the railway transportation sudden environmental pollution accidents could have resulted from natural either human factor, destroying the ecological environment directly and threatening the public security. Thus, for minimizing human casualties, property losses and negative effects around the site, ultimately dealing with the environmental accidents in hazardous materials railway transportation, and ensuring environmental safety it is critical to build a united environmental risk information and management system based on the modern information technology.First of all, the domestic and foreign risk management research status is integrated in this thesis, analyzing the domestic railway transportation risk management actuality and explaining the necessity and feasibility of system instauration. Later, the research aim and process about environmental risk information management system of hazardous materials railway transportation are put forward.According to the emergent response procedure with regards to environmental pollution accidents occurring during hazardous materials railway transportation, integration of the basic design thoughts of MIS, software and hardware environment is confirmed. Moreover, based on the collectivity and function framework, both JSP and Oracle are applied to develop each sub-module of the system respectively. Also, some information techniques required within the design are introduced. With emphasis on MIS design, this paper stresses the datasheet construction thereof. Attribute data are contained in each modules of the database. Besides, in order to compute and simulate the contaminants diffusion, the basic mathematical models concerning leaking, gas pervasion and water dispersion are instructed briefly.After the MIS design, the functions within each modules of the system are demonstrated separately in this thesis. Operations such as data search, modification, updating, deletion, report generating and maintenance etc. are realized. Furthermore, a preliminary study regarding incidence and impact extent of an environmental accident in hazardous materials railway transportation is conducted by means of the simulating function.Finally, these functions implemented recently are summarized in the dissertation. Also, the deficiencies in the aspect of MIS design and application are analyzed, in order for the system lucubrating in the future.
