In recent years, the big dangerous goods reveal and pollution accidents which appear continuously caused great damage to the national economy, peoples' life property and the environment resourceses. Inorder to keep road transportaion safety of hazardous freight, the adoption of advanced transportaion management techniques is already the most urgency.The text analyzes the present condition of hazardous freight road transportation in our country, according to the research condition of hazardous freight road transportation management national and international, improved the necessity of the establishment of our country's road hazardous freight transportation managcment information system. The text carried on systematical research on characteristic and classification of hazardous freight, and on the policy, laws and standard of the hazardous freight transportation in and out of the nation. Aiming at the existent problems in road hazardous freight transportation safety management, it put forward emollient counterplans.According to the step of the Chinese ITS system frame, and on the basis of GPS, GIS, GPRS and the form code technique study, the totall design of freight transportation management information system based on ITS was done. The totall design includes the analysis to system's service corpus, customer corpus, and customers' need, and the detailed design to the logic frame and physics frame. Then, according to the demand of automatic transport route choosing, two layers routing management mode, minimum risk model and routing arithmetic was put forward. Through the analysis of arithmetic example, the practicability of arithmetic and the possibility of system's automatic routing module are proved.After the practical databases development of hazardous freight, vehicles and electronics map, and the selection of the development platform of the system, the text developped the software frame of the system supervision center, by using Delphi 7.0.Then the data search, data maintenance function is carried out. The first step emulation of dynamic state supervision function is carried on. What we have done lays the theories foundation for the development and construction of the system.
