The foundation of modern electric power network composition required scientific planning scheme. This paper studies rural power planning take Nenjiang county as an example, put forward some optimization methods which fit for actual situation of Nenjiang, and use these methods to analysis and specific calculate, and gets corresponding plan. Mainly from five aspects impact information of Nenjiang network planning to research:Because of load forecasting is a prerequisite for network planning, so the second chapter is load forecasting on the Nenjiang county. This paper introduces gray prediction theory as well as improved gray theory in detail and do load forecast with the methods under the uncertainty condition. Including the overall prediction and zoning prediction.For Nenjiang county rural power planning, gradually pushed back and genetic taboo hybrid algorithm are fit for Nenjiang county rural planning situation which drawn in the actual calculation and application. Chapter three will introduce two methods in detail, and then by comparing their different strengths and shortcomings, also needs further study in practical application of Nenjiang county, weighing the pros and cons for making the best selection.Substation siting is an important component of Nenjiang county rural network planning and is an important factor that impact power grid network in the structure. This problem is studied in Chapter four, using linear-weighted and combination of adaptive genetic algorithm to form two-tier nested approach for substation planning to the site of optimization of Nenjiang county substation. This method is simple in solving flow, the using time is short relatively, it is a new method that worth practical application in Nenjiang county substation planning.Now that obtained part of the rural power network planning program of Nenjiang county, here on the required of assessment its economy. Chapter five is the job for introduces a scientific dynamic evaluation method directed towards the problem in the rough unscientific: net present value method. In the course of analysis and calculate provide a reasonable basis for the selection of Nenjiang county rural planning. For the complexity of Nenjiang county rural power planning comprehensive evaluation job and the impact of uncertainty information, in chapter six, fuzzy comprehensive evaluation method will be applied to the comprehensive evaluation, and verified scientificalness and utility of this method with the actual examples of Nenjiang county.after a series of above calculation and analysis, conducting in-depth investigations and studies to actual situation of Nenjiang county, this paper gives a number of suggestions for investment construction in the future.
