Power grid planning is an important part of the power system planning; its goal is to figure out the optimal power grid structure according to the load increasing and the power plant planning during the planning period. So it can satisfy the need for power transmission economically and safely. On base of the adequate collected Shandong power grid data, it has introduced the latest power grid planning method and made the planning and design for the Shandong 500kV ultra-high voltage power grid structure. The main tasks of this paper are as followed:On base of the adequate collected and well settled Shandong power grid load data during the past years, I adopt a comprehensive load forecasting method to make out the load forecasting of Shandong power grid during the "Eleventh Five" period concerning Shandong province's GDP development. Load forecasting is the base and advance work for power grid planning. Scientific and accurate load forecasting is the chief precondition of a good power grid planning.After well analyzing the condition of Shandong power grid and load increasing trend, concerning Shandong province's power plant and load center development, I adopted a new elicitation method for power grid planning based on line index to make the planning for the 500kV power grid of Shandong province. And formed the target power grid structure for the target year 2010.through a series of electrical verification, we know that: this planned power grid is very stable and strong, and it can adapt the load need of Shandong power grid in the future target year, and it can fulfill the economic target on base of safe and stable operation.This paper adapted a new elicitation method for power grid planning based on line index, it relatively adapted a gradually-expand method and a gradually-decrease method to deal with the present power grid expanding and the new-increased plant and load node. The gradually-expand method chooses some alternative line to put on the power grid according to the alternative line's availability on eliminating the extra load of the over-load lines, until there is no over-load lines. The gradually-decrease method firstly forms a redundant virtual power grid according to the target year data;secondly, analyze the load flow model to compare every alternative line's role and availability in the power grid, and gradually decrease the line with the lowest availability until there is no redundant line.This method is mature and efficient. And it has a small calculation amount. It not only can get the mathematically optimal result but also can fully consider the practical engineering. It can get a scientific and reasonable power grid structure. It will get a great reference value in the practical engineering project.
