In the last 30 years, cities in China are developing very rapidly. The unrestricted sprawl of built-up areas has led to a lot of problems, such as the traffic jams and urban environmental degradation. Therefore, in order to prevent the over sprawl of built-up areas and preserve the sustainable development of both cities and countryside, the green belt planning and policies are brought forward in metropolises like Beijing and Shanghai. Since 1994, Beijing has begun to try an experiment with the first greenbelt in spatial planning and construction strategy, and encountered many challenges, however.In this thesis, the author firstly introduces the development history of the first green belt in Beijing, summaries the characteristics and challenges at different stages. Then, taking Sijiqing Township, Haidian District which is located in the northwest of Beijing city center, as a typical case study, the author collects and summaries the actual present situation by a detailed investigation and field survey, and get to the conclusion that green belt planning has failed to a certain extent.After that, the author tries to analyze the problems in the implementation of green belt planning from aspects of policies, relocation compensation, housing, industry and economy. Then the author points out that the root causes of the failure of green belt planning is imperfect institutional arrangement, reflected in several aspects: the long-term effect of urban-rural dual system, the imperfect macro-control mechanism, weakness of grass-roots political powers, and insufficient legalization and responsibility system. The author also tries to discuss some suitable countermeasures to help the Beijing first green belt planning's further smooth progress, and give some useful advices to the green belt constructions of other Chinese cities.
