Urban sewage-discharging system is the indispensable and important parts of Urbanization Construction. According to the problem of large energy-consuming,frequent overflow accident and lacking corresponding control in urban sewage- discharging system, the intelligent optimal coordinated control strategy was presented. With the objective to prevent sewage overflow and save energy, the strategy not only for the specific problems of single-stage pumping stations and regional pumping station, but also can intelligent coordinate the 9ewage flow of the hole city, and produce excellent results.At first, the paper analyzed the problem exist in urban sewage-discharging system, under the theoretical analysis of sewage flow control method and energy-saving mechanism of pumping station, the control decisions not only for the specific problems of single-stage pumping stations and regional pumping station, but also for the sewage flow control of the hole city were analyzed .The simulation research with satisfied results was conducted too. Then, aiming at the problem of frequent overflow with the rainfall, the centrally coordinated control strategy based on the neural network rainfall forecasting was presented, the rainfall forecasting model based on neural network was established and the simulation was done. On the basis of the intelligent optimal coordinated control strategy, the intelligent optimal coordinated control system based on sewage flow was proposed, the software and hardware structure of the system was presented, and the experimental platform was established. With a lot of experiments about increasing the sewage flow of single-stage pumping stations and both increasing the sewage flow of superior and subordinate pumping station, the control system's reliability and stability was validated. At last, According to the characteristics of nonlinear time-varying and strong variables-coupling in the pH control process of waste-water with copper-contained treatment, sectional-form changeable-gain PID controller was designed in the pH value control system of copper-contained waste-water. The system operation results show: the control system's performance is stable and reliable. It's able to arrive at ideal control effect of pH value in waste-water quickly and accurately and also easy to implement or promote. In accordance with problems of difficult installation and maintenance, and high cost of conventional pipe flow-meter, the soft-sensing method of sewage flow was suggested, the model of the soft-sensing method was established, and the experiment was done, the results show that the soft-sensing method of sewage flow suggested was efficient.
