This paper resort from the collaborative project between physical lab of xidian university and xi'an Tesai control systems company. The design of spare power automatic switching systerm with two master and one reserver which base on the ARM is a part of this project.In terms of the design theroy of modularization, the paper give the way of design about acquisition of electricity information modular, switch information collect and control modular, Keyed and display modular. Potential and current transformer collect the electricity information of user, then the ATT7022B chip can put these information into processing; we choce the LPC2132 which within the ARM7CPU as the microcontroller of the terminal, with the help of Coupler and encoder and electric relay to accomplish the information collect and control; The modular of the display implement the key control and display of the terminal. The paper also give the programe of the terminal, it include the main and interrupt progarme, the Subprogram of SPI and UART, and so on.Now, afer three months commissioning operation, the resurt show that the terminal have met the requirement of the design in principle.
