With the development of China's shipping industry, the number of ships and the ships'densities continue to increase, the safety of the ship's navigation are increasingly faced with severe challenges. The port authorities and shipping companies have an urgent need to predominate the ships in the port, in order to provide effective services and protection to the ship's safety on the voyage.By the development and wide application of the electronic technology and computer network, the technical support has been provided for the implementation of monitoring ships on the voyage in the port. In a period of time, the traditional platforms of the chart display and ships dynamic supervisory in the C/S mode have improved the navigation security of the ships greatly as the mainstream. However, with the expansion of Internet applications and the increases of the users' demands, the traditional platform in the C/S mode has gradually exposed some shortcomings, and failed to meet the needs of users. The application based on the web browser in the B/S mode is becoming highly valued. In this paper, the significance and necessity of the Web-based chart was first to be proposed by comparing the characteristics of the services under the two models, and then studying and comparising of various implementations using web application technology. At last, the chart display and application platform on the B/S mode has been builded using dalian port as an example. This paper mainly include:(1) Combined with the current mainstream web application and exploitation technology, design a chart generate and display scheme which is based on Web mode.(2) With the popular image tile mosaic techniques for cutting and tiered storage chart, and then implement the rapid display and basic operation using asynchronous requests techniques.(3) Design the AIS data analysis process and the storage structure,and finally implement the dynamicly update of the AIS data.(4) According to the specific display requirements, the AIS ship display and dynamic refresh that based on the Web chart have been realized respectively on the large-scale mode and small-scal mode.In this paper, the problems about display and application of the electronic chart based on the Web browser have been sloved, and the ships dynamic supervisory that cross-platform and cross-regional was realized basically. It's useful for further study on the implementation of the ships dynamic supervisory system that transform from C/S mode to B/S mode.
