With the expansion of urban scale, the acceleration of urbanization and increasing water pollution, urban water supply and demand have become increasingly conspicuous, and water shortages as a bottleneck to urban development.Water-saving city is a way to ease water conflicts, to promote urban sustainable development. At present, water-saving city construction in full swing, but the water-saving incentives of urban construction and management research is in low level. Saving effects are lack of quantitative description and management is lack of specificity. Therefore, quantitative research water-saving incentives of urban construction, and on this basis to the point water-saving urban management pattern is important for meaning and practice. Based on the above, by comprehensive comparison all the methods of water resource system and water-saving incentives of urban construction, this paper research Tianjin'water-saving incentives by system dynamics (SD), and established water demand management based on water-saving urban management.The paper mainly discusses the following aspects:First, summaried the domestic and foreign water-saving incentives ,the current research problems and shortcomings.Pointed out that according to the characteristics of cities is the way to determine the water-saving management.Secondly, the comprehensive comparison of different methods of water resource systems, choosing system dynamics to describ the system, and establish a General Model of system dynamics for urban water conservation. This paper selects the larger , the obvious contradiction between water supply and demand,also the intake area of South to North Water Transfer project city——TianJin to research.By comparing the water demand of the natural mode of Tianjin and industrial structure adjustment, quota management, water control, non-conventional water-use from 2010 to 2020, calculate the water-saving effects of various incentives.Finally, according to the calculate results establish a urban water management for Tianjin based on water demanded management theory.The government regulation is the core of model, the economic regulation and market control is the basis, the water multi-joint deployment and utilization is the engineering technology system, and the public participation is the water-saving security system . To establish water-saving city management by urban water-saving incentives research is more focused and more operational.
