Research On Water-saving Management System In The Construction Of Water-saving Cities In My Country

Fuyang City is located in the northwest of Anhui Province,north of Huai River,and is the most populous city in Anhui Province.The contradiction between the supply and demand of water resources in Fuyang City is extremely prominent,which has become a major factor restricting its economical and social development.A necessary means to alleviate the contradiction between supply and demand of water resources in Fuyang is to build a water-saving city,and great attention must be paid to it.At present,there is a lack of data on the building of a water-saving city in Fuyang and few studies on how the government guides the whole society to save water through institutional construction.Combined with reality,this paper makes an all-round and incisive analysis on water conservation management system in the building of a water-saving city in Fuyang.First of all,the existing water conservation management system of Fuyang is analyzed in depth from five aspects:the construction of water-related laws and regulations,the administrative and law enforcement mechanisms of water administrations,the management system of water conservation funds,water pricing mechanism and daily water conservation management system.After that,the defects and shortcomings of the water conservation management system of Fuyang are analyzed at three levels,that is,work mechanism,legal system and market mechanism.These defects and shortcomings are mainly characterized by institutional barriers as a result of from segmented management,unsound water-related laws and regulations,inadequate play of the leverage role of water prices,immature water rights market and shortage of social capital attraction incentives.Many problems facing the water conservation mechanism of Fuyang are not caused by a single short slab.The author believes that the less advanced water resource allocation concept,unscientific administrative pattern,unsound government management mechanism,immature water market,and underdeveloped economy development,etc.jointly contribute to this situation.After gaining a deep insight into the existing water conservation management system in Fuyang,using theories related to public management,the author puts forward countermeasures and suggestions on the optimization of the water conservation management system of Fuyang City.It is believed that to guarantee the availability of water resource,as a kind of public product and scarce resource,and achieve the purpose of water conservation,we should allocate it by taking full advantage of the strength of market Meanwhile,to avoid the occurrence of "tragedy of the commons",we mustn't let the market allocate water resource without any rein.For this reason,this paper contends that the foremost means to manage water conservation is to refine the water rights trading system,with the water resource concession as the core.During this process,the government must change its functions actively and play the role of "pilo" and "server".What's more,this paper also comes up with suggestions on the building of a water conservation information system and the exploration of a long-acting mechanism to promote the use of unconventional water resources.With water conservation management system in Fuyang as the research object,by analyzing existing problems with water conservation management system and their causes,this paper puts forward suggestions on the optimization of the water conservation mechanism of Fuyang and even the whole country.It is believed that due to the public product attribute of water resource,the allocation of water resource is neither an absolute administrative behavior,nor an absolute market behavior.The best solution is to allocate it under the regulation of prospective market.The roles of market and government must be combined as a whole,to realize the unity of equality and efficiency in a more effective way.
