Since the last half century of High-speed railway developping, considerable researches had been done under normal-conditon train operation plan both in China and in abroad. But there are not many researches on the train operation plan under accident disaster conditions. Because of the High-speed, high-grid density and other characters of High-speed railway, the impact on High-speed railway transportation is greater than the existing railway transportation. In the whole plan of China, there will be 18,000km High-speed railway line in 2020, and it is longer than the 6000km in other countries and regions. It will be unprecedented for high speed railway transportation net if accident happens suddenly. So there is profound practical significance to make research on High-speed railway operation scheme formulating under accident disaster conditions for the High-speed railway transportation scheduling under unnormal conditions.Under the background of the Beijing-Shanghai high-speed railway in the paper, the principles of establishing the railway geographic network that regarding high-speed railway as the center are firstly formulated, and then according to the principles, the railway geographic network around Beijing-Shanghai high speed railway is established, which includes the main railway line,such as Beijing-Shanghai high-speed railway, Beijing-Shanghai existing railway, Beijing-Harbin railway, Beijing-Kowloon railway, Shijiazhuang-Taiyuan railway, Longhai railway (new Longhai), Hefei-Nanjing high speed railway etc. The analysis and research on the influence results of accident disasters for the station and line which are the elements of the road network model is made, and the emphasis of the research is set on the influence of accident disasters for the train and path, in which the analysis on the necessity and feasibility of high-speed train running across the existing line is made from the aspects of line connection, line capacity and traction power supply mode and so on. And then, the research on the formulation and optimization of feasible path set for high-speed train running across existing lines under the condition of accident disasters with the use of width priority plus pruning search algorithm. Based on the proposed research, and taking the influence of accident disasters for passenger volume aggregation, the model for train plan of high-speed railway is established, in which the passenger turnover speed is regarded as optimization objective, and train passenger Load, passenger volume, equipment capacity, line capacity, station capacity are regarded as constraint conditions, and then a phased approach for solving the model is achieved, in which the train running section, number and grade is calculated firstly and then the train stop plan is got with the use of genetic algorithm program. At last, supposing that the Bengbu-Nanjing section line of the Beijing-Shanghai high speed railway is broken, which is taken as an example for the analysis, the detailed processes of the establishment for train plan of high-speed railway under the condition of accident disasters is given, in which the effectiveness of the proposed method is verified effectively.
