The Three Gorges is the largest water conservancy project in China, the hydro-fluctuation-belt of the Three Gorges Reservoir belongs to a fragile ecological environment due to the instability of the ecological function, low biological diversity and Humans' development and utilization, which have also caused ecological environment more serious. Hydro-fluctuation-belt is a submerged area when the water level is high above or the exposed surface when water level is low. Hydro-fluctuation-belt will lead to a significant decline in water purification, pollution will increase, sedimentation will increase, and shore side are more frequent collapse and landslip, which lead to instability in the region of ecological functions, biodiversity is not high, and belongs to a fragile ecological environment band. Therefore, it makes great significance to monitor and manage the hydro-fluctuation -belt of the Three Gorges Reservoir to against the potential eco-problem. Based on RS and GIS, the paper develops Component-based "Remote Sensing Monitoring System for the Yangtze River in Fuling". As an advisable tool for decision-maker and anal user, this system has completed the function of monitoring undergoing in the three Gorges Reservoir in Fuling, which provides rapid disaster assessment with a lot of input for collecting information of the ground saved.The main contents of the paper are as follows1. Paper describes the purpose and significance of the research, investigates how to apply RS technology in monitoring in China and abroad and analysis the development of RS monitoring system.2. Paper briefly introduces the key technologies of the system, which includes the theoretical basis of RS data acquisition, GIS theoretical basis for the application and the theory of software development,3. Paper introduces the principles of system development, conducts needs analysis of system design and implementation, and describes characteristics of structure and function of the system. Lastly, the paper depicts the process of all functional modules in detail.4. Based on RS data and DEM data in Fuling District, Testing and analyzing System function and application have been carried out.In sum, the system completes several functions which includes data management, three-dimensional display, three-dimensional operations, and disaster analysis and object measurement. The results of testing iknos data and DEM data from UVA show that the stability of the system, which successfully reflects the characteristics of computer automation, efficient and a wide coverage of RS. Playing a very important role about monitoring disaster of the hydro-fluctuation -belt of the Three Gorges Reservoir, this system can dynamically monitor and analysis the Three Gorges Reservoir in Fuling district. Meanwhile, the article also puts forward the aspect of the system to be improved.
