With the development of science and technology, the complexity and uncertainty of modern information warfare becoming more and more clear. The science and technology become more important in almost all the weapon equipments, and the level of their integration become higher. So we need to do the evaluation and assessment work to obtain the best equipment design. For large complex weapon equipments such as submarine, sometimes fast macroscopical evaluation is necessary for the sake of offering guidance to the design of weapon equipments. In practice, the researchers find that method of operation capability indexilized has the dominance of macrocosm and celerity which other means doesn't have. However as modeling for operational capability index evaluation of weapon equipments, two problems still need resolving. One is how to design indicators system when dependence and feedback exist between evaluation indicators. The other is how to fuse the multiple data-source information. The model of operational capability index evaluation of weapon equipments can be credible and the evaluation results can be robust and reliable only if those problems are resolved.This thesis introduces Analytic Network Process (ANP) into the operational capability evaluation and brings forward a modeling framework of power index for operational capability evaluation of weapon equipment based on ANP, as well as corresponding key technologies. The above problems would be solved to a certain extent and some useful assist would be offered when ANP is used in power index modeling of operational capability evaluation of weapon equipments. The main innovation in paper work can be summarized as follows:First, to solve the problems of evaluation indicators system design and multiple data-source information fusion, a modeling framework of power index for operational capability evaluation of weapon equipment based on ANP is proposed and basic processes of the framework are presented. Then, some key techniques are discussed, such as correlation analysis between evaluation indicators and multiple data-source information fusion.Second, with respect to the needs of indicators system design, presents the design rules of the evaluation indicators system and the process of correlation analysis between evaluation indicators. The method utilizes multiple experts's experience and knowledge to design evaluation indicators system of operational capability of weapon equipment which is like a network.Again, for the needs of multiple data-source information fusion in the resolution of the evaluation indicators system based on ANP, presents the means of data collection and expression that are from different sources. The super-matrix and weighted super-matrix in ANP are based on multiple data-source information fusion.Finally, applies power index modeling operational capability evaluation of weapon equipment to evaluate submarine anti-ship capability. The formulas of anti-ship capability index are presented. Then, the anti-ship capability indexes of different submarine design are calculated. They are compared with the results which are from analytic hierarchy process (AHP) and some significative conclusions are acquired.
