UVLS is the last line of defense as a safe and stable control in order to maintain power system security stability and economic operations, and it will become the important measures to ensure the power quality. Based on the analysis of the static voltage instability mechanism and common static voltage stability index, this paper Points out the advantages and disadvantages of various types of static stability indexes. Put forward to apply a variety of static voltage stability indexes to find voltage weak areas of the whole network. Using the calculation of reactive - voltage sensitivity to identify the shedding load of each wheel, thus establish the UVLS program of the Southern grid of Hebei and carry out simulation. The results show that UVLS program established can meeting the requirements of transient run of the system and the follow-up, the long-term stable operation. It had not appeared the phenomenon of malfunction, over and less cutting. Also the program has the advantage of simple calculation and the shedding load can be adjusted with the grid structure.
