UVLS is the last line of defense as a stable and safe control for maintaining powersystem economic operations and security stability, and will become the very importantmeasures to ensure the power quality. Based on the analysis of the static voltage instabilitymechanism and common static voltage stability index, this paper points out the disadvantagesand advantages of various types of static stability indexes. Put forward to apply a variety ofstatic voltage stability indexes to find voltage weak areas of the whole network. Using thecalculation of reactive-voltage sensitivity to identify the shedding load of each wheel, thusestablish the UVLS program of the Southern grid of Anhui and carry out simulation. Theresults show that UVLS program established can meeting the requirements of transient run ofthe system and the follow-up, the long-term stable operation. It had not appeared thephenomenon of malfunction, over and less cutting. Also the program has the advantage ofsimple calculation and the shedding load can be adjusted with the grid structure.
