Water conservancy informatization has become an important way and technical support for flood mitigation, water resource management, water environment protection and soil and water conservation. It's an important means of improving management level and efficiency. Consequently water conservancy informatization must be given priority to the development. Water conservancy informatization is developing quickly at the national, provincial and municipal level in recent year. But at the same time, country level water conservancy informatization is still fairly low, few accomplishments can be indexed. Application of country level water conservancy informatization is a very important part of the whole country water conservancy informatization application; country level water conservancy informatization application must be accelerated. So it's necessary to do research on country level water conservancy information management system.Digitization of county level small water conservancy project of Changshu in southern Jiangsu, Baoying and Xinghua in central Jiangsu was studied, particularly with its information characteristics and several key technologies within its software development including technologies that menus, queries, reports and forms in database, extend AutoCAD software, such as ObjectARX programming environment, customization with VLISP, connection with general database Access and related applications, and other key technologies such as SQL and so on. Information management system for county level small water conservancy project was developed, several solutions are proposed to effectively manage both literal and graphic information from county level small water conservancy project, such as loading the raw data collected from small water conservancy project into database, collecting, querying, counting, reporting and updating in Access, converting the raw data into graphics, verifying the correctness of the raw data, searching hydraulic structures in AutoCAD engineering drawings, and simultaneously updating the data, connecting between AutoCAD and database, permission management. Effective management was achieved. In addition, the question of data conversion between AutoCAD and GIS map was briefly explored.The developed information management system for county level small water conservancy project is effective and easy to use.
