Project's supervision system has been implemented more than 20 years in China,and become the current must link in the field of project construction and the important guarantee of project quality.However,with the development of China's economic and social,the supervision system gradually appear unable to meet the market demand or requirements.And water conservancy project is a matter of economic production and people's livelihood which is required higher professional talents and management requirements supervision.At the same time,the western project management enterprise is increasing,helped domestic supervision enterprises for the transformation and upgrading into project management enterprise.However,the problem at the market of supervision what talent shortage & management,cannot satisfy for project management industry,the blind transformation enterprise against the stability & health of project management market.In this paper,we focus on the progressive development philosophy,discussed the situation of the water conservancy construction project supervision and common problems,and put forward the necessity and feasibility of using the theory of project management on supervision.Through the project management theory and method,created WBS work breakdown structure of water conservancy construction project supervision,and built four stages project management model of life cycle which to water conservancy construction project,and taking ZD diversion hub project as example for research on the basis of the model.Through the researching,give some reference and inspiration to the enterprises of water conservancy construction supervision which is seeking transformation.
