In the upsurge of urban development in 21st century international economic integration, people's lives and urban hardware facilities have made distinctive progress. However, fast economic growth and pursue of economic indicators bring people deficient spiritual life, which is prominent especially in China. The high buildings, crowded streets and the worsened ecological environment wrap citizens into cells made up of steel and concrete, and gradually swallow their deserved living space. "Cultural desert" is not a term used deliberately to create a sensation, but rather it silently invades people's public life field. Art is the carrier of human culture heritage. Public art had come into being since ancient times. Contemporary artists combine social form features with the urgent requirements of mass culture and endow it new psychological ideas---public spirit. Therefore, public art again steps on the historical stage to satisfy the cultural rights of the mass, to improve citizens'life quality and congeal the developmental vein of urban history and culture.This thesis comprises five chapters. It takes the example of the public art development in the city of Urumqi, analyzes its current regional characteristics, historical origin and present urban facility environment and elaborates the author's personal opinions on the exploitation of public art culture resources in Urumqi. It also employs excellent domestic and foreign public art cases to point out that forms of artistic expression in special field culture can be referred to. The main contents are as follow. In Chapter one, the public art and public spirit are explained from the perspective of etymology. It summarizes the theoretical knowledge of public art in the modern context, emphasizes the design principles which should be abided by in the practical operation of public art, and the interactional relationship between public art and urban development. Chapter two distinguishes the conceptual differences between "region" and "field" and discusses the practical significance of field public art. Chapter three, based on multi-disciplinary research findings, analyzes macro cultural background in Urumqi which the public art depends on, such as the study on the development orientation in Urumqi, the analyses of multiculture and the present conditions of public art in Urumqi and the developmental chances for public art in Urumqi. It summarizes the regional features and the current development of public art in Urumqi from the macro viewpoint to make up the defect in the micro analyses of the public art field in Urumqi in the later part of this paper. The fourth chapter discusses the applicable suggestions on the cultural orientation in different fields and public art under the guidance of the "field" theory and the research findings in the tourism economics and urban planning in Urumqi. The fifth chapter is the conclusion part. In this chapter, the author expresses great expectation for the prosperous development of pubic art in Urumqi and proposes a rational mechanism for the development of public art in Urumqi.
