In the development trend of economic globalization, the demand for ships oil transport at sea had growth rapidly. The number, tonnage and frequency of ships sail in port waters had greatly increased. Therefore, the high-risk characteristic of tanker transport was also gradually appeared. When the vessel accident happened, how to accurately predict and timely treat was a common concern problem in the domestic and foreign.In this regard, the current domestic and foreign scholars have a in-depth research, the paper will has further study on ship oil spill prediction technology, it is designed to provide scientific reference for oil spill emergency response basis.The speed and accuracy of ship oil spill prediction depends on environment dynamic elements' accurate forecasting and oil spill behavior and fate's correct simulation. The paper analyzes the behavior and fate of ship oil spill's development process, and use the relevant computer software to establish the corresponding numerical simulation module. As the oil spill behavior and fate is considerably complex, the paper comparative analysis the domestic and foreign references, and then study and optimize the process of oil spill behavior and fate.In this paper, the study closely link to three factors impacting on ship oil spill behavior and fate, including oil character, spill scene and elements of the marine environment. Firstly the paper analyzes the factors and determines which to be considered according the spill process, and then builds the appropriate modules. The steps to establish the numerical simulation of oil spill's as follows:1. In order to accurately reflect the processes of oil's physical, chemical and biological, the paper considers the timely ship oil spilling account and its area in the oil particles simulation initialized.2. Once the oil amount determined, oil particle size spectrum will be the key factor in the simulation. The oil particle size of the established model is divided into two categories:①The oil particle size floating in the sea, it can be calculated according to the formula 3-18 and 3-19;②The oil droplet size into water determined based on actual observations, size between 10-1000μm.3. In determining the amount of simulated oil spills and the quantity of oil particles, the simulation required for each calculating oil particles given the corresponding calculated parameters.4. Considering the main factors in change processes, the paper establishes the oil drifting and diffusing simulation module of the surface and vertical, and analyzes the interaction factors between processes, determines the delivering program of interaction parameter during the simulation.5. Determine the three key time points, oil droplet size into water and HURST index during the oil spill simulation.6. According to the Behavior and Fate modules characteristic of oil spill, the paper design, build and debug the process module to realize the whole change simulation, and finally carry the adaptive numerical simulation to ensure the stability and reliability of the oil spill, and it establish the basis for the realization of the typical marine oil spill real-time prediction.
