Along with the steady growth of chemical production, the noxious liquid substance (NLS) transportation through shipping has been growing. Because of its complex characteristic, NLS poses a serious threat to the environment when it spills out, potentially to people far from the ship or dock both in space and time. Therefore, studies to reduce its harmfulness are quite necessary. For the accident of NLS itself, usually the frequency is not so high, but the consequent is very serious, and proper counter measures are still deficient. NLS spill will occur in the deposition and transportation. This paper covers authors approach to the analysis the fate of it, and the fate during the loading and discharging. By the research of the classical theories, spill theories, the simulation of computer and the demonstration in experiment, the author shows to what extent the fate might be. Some characters such as inflammability and vapor pressure and etc.. of the NLS are introduced, then several typical NLS spills accidents are analyzed with the study of the situation in some adversity. Thus, the chance and certainty in transporting the NLS are understood. With the help of classical spill theory, the spill of the NLS is analyzed in a three- dimension model. Because of the complexity of the NLS, relatively conerate substance is used during the analysis. In the computer spill model, a chemical dock in Shanghai is used as a background, which is simulated and analyzed by the computer according to the hydrological and climatic phenomenon conditions of itself. The goal of the accident such as spillage, ground and etc., is also analyzed. Prediction and appraisal to the spill and the key technique disclosing the reaction to the policy decision are given. In this paper the conception of simulation, selection of the simulating model, and decisions the goal course are put forward. The spill cargoes selected here are some relatively important spill NLS such as Methylbenzene, Carbon tatrachloride, Carbolic acid. By the means of two-dimension spill model, active spill action, data relationship and curve lines and etc., analysis the situation after the out-leaking of the Carbolic acid to the water is reinforced. The experiment has done in an institution for the NLS spill in atmosphere. It has been found that the results of both the experiment and simulation show a good tally issued by the theory analysis aforementioned. After the analyzing of the fate of the Carbolic acid, and the situation after their leaking out, basic method and program for further dealing with them are given out. Finally, some considerations are put forward for the further studies of the NLS, such as the method for formal safety assessment.
