Research On Ship Oil Spill Emergency Decision At Sea Outside Ningbo

The marine oil pollution is considered as one of the most serious contamination to thesea. It’s greatly destructive to the marine environment. Therefore, oil pollution has becomeone of the focuses for the marine environmentalist. Through analyzing and studying thecases of marine oil spill and the research findings from the other people, the thesisclassifies the factors that influence the degrees of oil spill damage to the environment, andthen structure chart about those factors is obtained. Based on the structure chart, a systemfor assessing the degree of damage from ship oil spill is proposed. What’s more, theweights of the factors were calculated by Analytic Hierarchy Process(AHP). In the end, thesystem was tested by the cases of the Ningbo port.By studying those factors, we can see that the primary factors include oil spil volume,oil quality, environment conditions, locations, abilities of prevention and early warning,emergency actions and restoration after spill. Under that primary factors, wind, airtemperature, water temperature, tide, wave, surge, visibility, viscosity, volatility, proportion,solubility, toxicity, durability, weathering, offshore distance, category of area, coastallandscape, law and plans, monitoring and early warning, emergency center managementinstitutions, popularizzation of traning and manouvre, emergency system, professionalsand volunteers, on-site and coordination command, communication and control, planningand logistics management, post processing, ecological recovery and financial support canbe considered as secoondary factors. After concluding the weight of each index, theindexes that are difficult to calculate are optimized to form a new and easy-calculatingassessment system for the secondary factors..Finally, ten cases of oil spill near Ningbo port were tested using the establishedassessment system. Therefore, in the event of marine ship oil spill accident, with the helpof the assessment system, the degree of oil spill damage can be confirmed in a short time,emergency countermeasures can be proposed accordingly.
