On the basis of detailed analysis on the operating condition of current power distribution management system (DMS), a new graphical management system for 10kV power distribution network was designed and implemented based on Geography Information System (GIS). The new system proposed a thorough resolution to the hysteresis problem which is the main weak-point in the current system. It gets operating parameters of the power distribution network with monitoring terminal devices and then match them with corresponding geographical information, giving alarms when abnormality occurs, offering remote control approaches, thus realized real-time monitoring function and enhanced the reliability of DMS.GIS and COM technology is discussed in this paper, they are the theoretical foundation of the new system. The design for systematical framework, functional structure, typical space and attribute database scheme, communication data protocol using DNP3.0 are emphatically presented in the paper. According to the characteristics of the modern management system,we choose to use vc++6.0 and MapX component of Maplnfo company to realize the system software.
