The randomness and intermittent which are the nature of wind power are serious, so the capacity reliability of wind farm is lower than others, when it compared with traditional forms of power generation. With the proportion of the wind power in the power system increasing , we need to consider the impact of the wind power uncertainties on the transmission network during the period of transmission network planning. In this paper, I established a dynamic planning model , which has a objective function which is composed with the total investment cost of the program and the expected value of average line losses, on the base of the stochastic DC power flow. Used the model, I can solve a combinatorial optimization problem such as transmission network expansion planning. In this paper, the improved adaptive artificial fish-swarm algorithm is proposed to solve this model. The calculations of 18-node system show that the proposed models are feasible and effective.
