In the new situation of economic globalization, with the rapid economy development of our country and accelerating of urbanization, urban agglomeration have increasingly formed one by one. Jing-Jin-Ji urban agglomeration has become the third region of economic booming after the pearl delta and the yangtze delta. Along with the economic and personnel exchanges between cities in Jing-Jin-Ji urban cluster area increasingly closing, conventional traffic methods and existing inter-city rail transit network planning no longer meet the needs of regional development, thus it is urgent necessary to optimize and adjust the network, so as to alter unreasonable transport development pattern, to satisfy the inter-city traffic need in urban agglomerative region and to play the holistic effect. Meanwhile, it is profound meaningful to research the inter-city rail transit for the network planning and optimization of urban agglomeration.First of all, this paper describes the concept of urban agglomeration, some relevant basic knowledge on urbanization process and regional economic development of urban agglomerative area, On the basis of comparing the different transport characteristics among inter-city rail, urban rail and trunk railway, the content combines closely regional development with inter-city rail transit, proposes that the inter-city rail is significance and feasibility in urban agglomerative region. Take Jing-Jin-Ji urban agglomerative development as an example, the paper has detailed the conditions about regional economy and social, the current traffic transport and existing inter-city rail transit network planning problems, to exposit the necessity of network optimization.Secondly, this content selects four-step theory to forecast inter-city passenger flow, analyzes and compares all kinds of traffic demand forecast model. Take Jing-Jin-Ji area as an example, it has established binary linear regression model to forecast occurrence and attraction passenger flow, chooses average growth method to carry on passenger flow distribution, utilizes probability model to divide passenger flow on traffic means, and uses static multipath allocation methods to distribute network passenger flow, so as to determine passenger flow proportion between cities in the planning years. Throgh the quantitative analysis of the passenger flow, it demonstrates the necessity of rail network optimization and provides the basis for network technology indicators.Finally, by combining transportation channel theory and transportation position theory with network planning theory, the content puts forward the "three-in-one" theory that is qualitative and quantitative means and has important guiding meaning for the inter-city rail network optimization. Take Jing-Jin-Ji area as an example, separately from the network density, channel passenger flow and traffic corridor angel and so on, on the basis of the "three-in-one" theory, it has proposed three different network scenarios to carry on optimize the "a trunk and two wings" network in the current. After comprehensively comparing and analysis, it determines the "one trunk two auxiliary and six connection" scenario, puts forward some advice on implement scheme and relevant technical standards, and further researches operation and organization pattern.
