As the basic natural resources and strategic economic resources, the value of water resources is more and more obvious.The governments of all countries had made sustainable development the strategy for common development of their social, economic and environmental development.With the construction of the Three Gorges Project, we achieved optimal allocation and the sustainable use of water resources of the Yangtze River. Meanwhile, water pollution prevention in the Three Gorges Reservoir Area and how to carry out the rational utilization of water resources, are imminent.The new Water Law assigns that the State shall implement river basin management system in coordination with administrative region management. The scattered, sub-sector of water resources management model in the Three Gorges Reservoir Area can cause unknown responsibilities and rights, poor information exchange and communication, management overlaps and conflicts of interest, and then lead to inefficient management and lack of system planning, adversely affect the regional ecological environment, thereby affect the sustainable economic development of the reservoir area. In addition, to achieve unified management of water resources in the Yangtze River Basin, we must first solve the problem of regional water resources management, " internal dissension" problem. On these bases, the co-ordination between the interests of the region would be relatively easier, thus river basin management system in coordination with administrative region managemen can be achieved in practice.By in-depth study of water resources management, water resource management system as well as the current status of water resources allocation mode in the core area of the Three Gorges reservoir area, The paper firstly put forward water allocation model recommendations in theory in the Three Gorges Reservoir Area based on sustainable development, then analyze the rights obligation among various departments under its current water resources management system by the method of combining game theory and systems analysis, and finally put forward two kind of the water resources management institutional recommendations in the Three Gorges reservoir area. The main contents of the paper can be summarized as follows:Firstly, according to the way of field research and web-based survey, primarily from water resource management model and management system both sides, it states the present situation and the main problems of water resources management in the core area of the Three Gorges Reservoir Area, by taking Fengjie in Chongqing as an example, which located in the core area of Three Gorges reservoir Area.Secondly, it analyzes the problems of water resources allocation mechanism in the core area of the Three Gorges reservoir area, based on sustainable water resource allocation theory, and propose.the optimal allocation mechanism model of water resources.Thirdly, using game theory, it analyze the rights obligation among various departments under its current water resources managemen,and build a unified water resources management based on systems theory. Then it gives two kinds of institutional model water resources management system recommendations in the core area of the Three Gorges Reservoir Area as well as describing its development trend.At last, analyzing the administrative assessment mechanism of water resources utilization and protection in of the Three Gorges Reservoir Area, it propose to establish a differentiation mechanisms and the administrative assessment concluding the relevant indicators of water resources utilization and protection.
