After the completion of construction, the Three Gorges Reservoir Area will become a deep reach with enhanced depth, width and height of waves. In order to maximize the chance of rescuing ships that are out of control, to prevent water pollution and reduce or avoid the risks that those ships bring to the navigation channel and the Dam,the study into the technology of emergency management and rescue for out-of-control ships is assumed to be significant.As the shipping industry in the Three Gorges Reservoir developing rapidly, the scale of ships is prominently increasing with tremendous growth of import volume of crude oil and-fluid chemical products. However, the increasing risk of traffic accidents on waters is coming along.It is estimated that marine incident takes place 60 to 80 times annually after the completion of the Three Gorges Dam, which leads to the death toll up to 5,000. The natural conditions of reservoir area are changing,with increased water depth, wave height, and the frenquency of fog days. Therefore, once major marine accidents happen in the Three Gorges reservoir area, the socalled "sensitive waters", sunk ships may cause large scale of casualty and possible water pollution, which takes a grave toll to the country and the lives and property of people. Consequently, how to take emergency rescue timely, what kind of facilities should be equipped on rescuing ships and how to minimize the degree of pollution in the area are three new challenges confronted us in the event of emergent situations, such as fleet scattered by cable breakage, or ship being out of control or anchor drop failure due to the depth of water during the voyage especially somewhere that is close to the Dam.The first chapter introduces the thesis background, main contents, and researches related to the thesis both home and abroad; the second chapter outlines the existing emergency rescue force and the pollution preventing equipment in reservoir area; the third chapter analyses the characteristics of the ship accident after the survey and inspection into the ship flow and ship accident statistics from Yangtze River Maritime Safety Administration; the fourth chapter gives the classification of out-of-control ships and the corresponding emergency control procedures, establishs modes of losing control in the waters before the Three Gorges Dam on the basis of currently improved drift model, specifies the scope of waring distance in the light of related parameters collected during the imitation of crash onto the Dam under different wind field, which makes possible the real-time prediction of collision and the formation of software, proposing the blunt beach layout near the Dam and the tug configuration; the fifth chapter puts forward the emergency treatment techniques that prevent pollution.The research method and established emergency rescue technology for ships out of control in the Three Gorges Dam area will further improve the technology of water rescue and provide important references to the related researches, which also has important significance on the navigation of passing ships as well as on the establishment of systemic rescue, water transportation safety supervision and emergency and pollution preventing equipment and force in the Three Gorges Dam area.
