This paper relies on Boketu-Yakeshi highway in Inner Mongolia, systematically studies the stability of embankment in the northeastern Inner Mongolia. Combined 310 national way permafrost survey results, the paper investigates the distribution of insular permafrost along the Boketu-Yakeshi highway, and analyses the effects of treatment measures of insular permafrost differential settlement in our country. Also the concept of return period of permafrost upper limit is proposed, and the return period of permafrost upper limit is analyzed and calculated and the different fortification period of permafrost upper limit depth in Great Khingan region is gotten. The paper systematically analyzes the influencing factors of differential settlement of insular permafrost subgrade and proposes the control indicators for subgrade differential settlement based on pavement mechanics responses analysis. The differential settlement is predicted and the road is divided into "light", "the", "heavy" three levels along the Boketu-Yakeshi highway. In the paper, active control plans are proposed for differential settlement of subgrade of insular permafrost based on the target, the corresponding test road program according to different settlement levels are put forward, and the insular permafrost subgrade settlement observation programs and ground temperature observations programs are developed.
