With the rapid development of economy, the high traffic pressure has been a serious problem faced by large and middle size cities. The traditional way of roads extension can not reduce the traffic jam caused by vehicle growth. ITS (Intelligent Transport System) aims at relaxing the traffic jam, reducing traffic accidents and improving convenience and comfort by using Traffic Information System, Communication Network, Localization System and Intelligent Analyzer and Selector. Consequently, it is one of the basic functions of ITS to distribute information for people choose travel mode and governors to setup traffic control strategy.At present, the Urban Intelligent Transport Construction has made remarkable progress, and Real-time Traffic Information Distribution Systems are widely deployed. Traffic VMS, Traffic Radio and Mobile Media Broadcast on buses and so on have become the indispensable drivers. But this information can only be providable on trip. It can not forecast road condition for decision-makers effectively. Moreover, the costs of its establishment and maintenance are high. Meanwhile, with the development of communication network, SMS message services are widely used. The network operators can provide abundant value-added services by using Short Message Platform, the establishment and maintenance costs of which are much lower. So, it isnecessary to research and design a new Urban Intelligent Transport Information Distribution System based on Short Message Platform.This paper analyzes the function requirement of the short message platform in the perspective of SP (Service Provider) and studies the platform functions from overall design to technical details of implementation. Firstly, this paper describes the basic functions of ITS short message platform after studying the context of Intelligent Transport Information System. Secondly, system architechture is developed and the function hierarchy is created. Data interaction between Short Message Gateway ISMG and Short Message Platform ITS is the key point of the research. While providing services, each function module uses its own data processing flows. To ensure the short message platform adaptability of various operators'gateway protocols, the paper defines the interfaces and contents of messages after analyzing the general characters of Short Message Entity Protocols and the format of mobile gateway communication protocols CMPP (China Mobile Peer to Peer Protocol). Then, this paper researches the key techniques, which make the system real-time and user-friendly, including multi-thread processing after short message's receiving and dispatching, the management mechanism for processing thread by system, data processing with multi-thread and multistage database buffer pool, fuzzy matching after user data parsing. Thirdly, this paper discusses the design of related database table and table relations, to persist data of Short Message Platform for business statistics, authentication, fee management, user information storage, timing task trigger and messages sending and receiving. Lastly, system capacity and the speed of responsibility are tested to meet users'needs.
