Water resource is foundational natural resource and strategic resource. Nowadays in the 21st century it is becoming rare precious resource. Along with constant acceleration of the advance of social economy and the urbanization, water resource shortage and water pollution issues have increasingly become the bottle-neck that restricts the sustainable development of society and economy of our country so that water resources safety have been the widely-concerned hot spot issue to all level of the governments and the communities. In recent years the economic progress in Hunan has stepped in the fast lane of steady growth. The acceleration of the advance of urbanization caused the leap of demand on industrial water supply and urban water supply. Hence discharge of various water pollutants has been increasing year after year. Because chemical industry, smelting industry, heavy-duty machinery industry and so on give priority to the industrial construction in Hunan province, and moreover the mineral resources along the Xiang River and in its valley have been illegally exploited, the water of the Xiang River has been polluted seriously and the water quality of some sections of the Xiang River can not meet the requirement of the water quality standard. This has profound influence on both of the social and economic development and the life of the residence along the river. Beginning with the current safety status of water resource of the Xiang River, the author expounds and analyses the condition of water utilization and water pollution in the cities by the major sections along the Xiang River with the research method of water resource security theory in order to make further effort on analysis of its causes. The author also evaluates and analyses the water quality of the Xiang River by the means of individual parameters evaluation, comparison of the data and so on. Also the simulation conclusion is drawn and the early warring model of water resource safety for the Xiang River is established by real-time monitoring system, adopting system dynamics (SD) early warning mechanism. Ultimately the measures that should be taken to ensure the safety of water resource of the Xiang River are brought forward. With the regional economic growth of Hunan province and the construction of "resource-conserving and environmental-friendly society (Two Type Society) in Chang-Zhu-Tan Zone, the requirement of the water resource safety and environmental safety will be increased continually. Thus the probe into the main security issues in the water resource environment of the Xiang River is of the practical significance.
